The move is seen as the latest in Republican Trump\u2019s efforts to burnish his tough-on-China image as part of lengthy fight between Washington and Beijing over trade and numerous economic issues.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">The U.S. Commerce Department said the action against SMIC stems from Beijing\u2019s efforts to harness civilian technologies for military purposes and evidence of activities between SMIC and Chinese military industrial companies of concern.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">The Commerce Department will \u201cnot allow advanced U.S. technology to help build the military of an increasingly belligerent adversary,\u201d Secretary Wilbur Ross said in a statement.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">The department also said it was adding the world\u2019s biggest drone company DJI to the list along with AGCU Scientech; China National Scientific Instruments and Materials, and Kuang-Chi Group for allegedly enabling \u201cwide-scale human rights abuses.\u201d<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">\u201cThe United States will use all countermeasures available, including actions to prevent (Chinese) companies and institutions from exploiting U.S. goods and technologies for malign purposes,\u201d Secretary of State Mike Pompeo added in a separate release.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">SMIC and the other companies did not immediately comment.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">But some lawmakers, industry executives and former officials raised questions about the impact of Friday\u2019s move against SMIC. Generally, entity-listed companies are required to apply for licenses from the Commerce Department that face tough scrutiny when they seek permission to receive items from U.S. suppliers.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">But SMIC will only face a tough review standard when it seeks licenses for highly advanced U.S. chipmaking equipment at 10 nanometers or below. Licenses for all other items shipped to the company will be reviewed on a case-by-case basis, the Commerce Department said.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">\u201cIt\u2019s a nice (public relations) line: \u2018We\u2019re putting it on this bad guys\u2019 list,\u201d said William Reinsch, a former Commerce Department official, who said he imagines the agency was already blocking shipments of such technology to SMIC. \u201cAs a practical matter &#8230; it doesn\u2019t change anything.\u201d<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">Republican Congressman Michael McCaul, ranking member of the House Foreign Affairs committee echoed Reinsch\u2019s comments, saying he feared the rules were more \u201cbark than bite.\u201d \u201cI have concerns it undermines the intent, and may create an exception for malign actors to evade U.S. export controls\u201d he said in a statement.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/news.gearvn.com\/wp-content\/uploads\/2020\/09\/china-investment-smic.png\" alt=\"SMIC - nh\u00e0 s\u1ea3n xu\u1ea5t chip l\u1edbn nh\u1ea5t Trung Qu\u1ed1c \u2013 c\u00f3 th\u1ec3 b\u1ecb Hoa K\u1ef3 cho v\u00e0o  danh s\u00e1ch \u0111en - GEARVN\" \/><\/p>\n<\/div>\n<div class=\"RCOMVideo-container-Lo9AA\">\n<div>\n<div class=\"VideoPlayer__container___1ZKDQ\">\n<div class=\"VideoPlayer__video___3LqxA\">\n<div id=\"jw-1\" class=\"jwplayer jw-reset jw-state-idle jw-stretch-uniform jw-flag-controls-hidden jw-breakpoint-4\" tabindex=\"0\" role=\"application\" aria-label=\"Video Player\">\n<div class=\"jw-wrapper jw-reset\">\n<div class=\"jw-overlays jw-reset\">\n<div id=\"jw-1_jwpsrv\" class=\"jw-plugin jw-reset\">\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">\u2018ARBITRARY SUPPRESSION\u2019<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">But Chinese authorities did not mince words about Washington\u2019s latest gambit.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">In an address to the Asia Society on Friday, China\u2019s State Councillor Wang Yi, who is also the country\u2019s foreign minister, noted the expanding list of U.S. sanctions and called on Washington to stop its \u201carbitrary suppression\u201d of Chinese companies.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">China\u2019s foreign ministry said that if true, the blacklisting would be evidence of U.S. oppression of Chinese companies and that Beijing would continue to take \u201cnecessary measures\u201d to protect their rights.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">\u201cWe urge the U.S. to cease its mistaken behavior of unwarranted oppression of foreign companies,\u201d ministry spokesman Wang Wenbin told a regular news conference in Beijing on Friday.<\/p>\n<\/div>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">The Commerce Department released a list of 77 companies and affiliates to the so-called entity list, including 60 Chinese companies.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">The designations by the Commerce Department include some entities in China that allegedly enable human rights abuses and some helping it construct and militarize artificial islands in the South China Sea, the agency said.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">It also cited entities that acquired U.S.-origin items to support the Chinese military and those engaged in the theft of U.S. trade secrets.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">Companies previously added to the list include telecoms equipment giants Huawei Technologies Co and 150 affiliates, and ZTE Corp over sanction violations, as well as surveillance camera maker Hikvision over suppression of China\u2019s Uighur minority.<\/p>\n<h2 class=\"Headline-headline-2FXIq Headline-black-OogpV ArticleBody-heading-3h695\">FRAYING TIES<\/h2>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">Shares in SMIC, formally the Semiconductor Manufacturing International Corp, fell 5.2% in Hong Kong on Friday, while the company\u2019s Shanghai-listed shares declined 1.8%. The benchmark indices in the two markets were down less than 1%.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">SMIC had already been in Washington\u2019s crosshairs.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">In September, the Commerce Department mandated that suppliers of certain equipment to the company apply for export licenses after concluding there was an \u201cunacceptable risk\u201d that equipment supplied to it could be used for military purposes.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">Last month, the Defense Department added the company to a separate blacklist of alleged Chinese military companies, effectively banning U.S. investors from buying its shares starting late next year.<\/p>\n<p class=\"Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x\">SMIC has repeatedly said that it has no relationship with the Chinese military.<\/p>\n<div class=\"ArticleBody-inline-image-small-3wN0R\">\n<figure>\n<div class=\"Slideshow-inline-image-1uoB6\">\n<div class=\"BackdropImage-container-2S9Qf\">\n<div class=\"BackdropImage-image-a7Ah5 AutoSizeImage-container-19DRs AutoSizeImage-cover-2sLxp\" title=\"FILE PHOTO: Flags of U.S. and China are displayed at American International Chamber of Commerce (AICC)'s booth during China International Fair for Trade in Services in Beijing, China, May 28, 2019.
